Flexible Workspace in the New Normal, 2020

The COVID-19 pandemic significantly reshaped how Philippine businesses approach office space strategy. As firms entered recovery in 2020, many shifted toward flexible workspaces (Flexspaces) as a practical alternative to traditional long-term leases.

Flexible workspaces are shared, membership-based office environments that support collaboration, networking, and business operations. They offer lower upfront capital requirements, shorter commitments, and scalable configurations, making them highly suitable for startups, SMEs, and enterprise expansion needs.

The concept first emerged in the Philippines in the late 1990s with the entry of operators such as Regus in Metro Manila. However, the sector experienced its strongest growth acceleration beginning in 2016, driven by rising demand for plug-and-play office solutions from MSMEs, BPO firms, and multinational corporations.

Market Distribution Across Key Cities

The flexspace market is concentrated in three major urban centers: Metro Manila, Metro Cebu, and Metro Davao.

Metro Manila remains the dominant hub, led by:

  • Makati City: 46 Flexspaces
  • Taguig City: 35
  • Pasig City: 24
  • Quezon City: 16

Outside the capital:

  • Cebu City: 24 Flexspaces
  • Davao CBD: 12 Flexspaces

As of Q3 2020, occupancy remained relatively stable in key Southern Manila districts, particularly Taguig, Makati, and Pasig, supported by pre-leasing activity in upcoming developments. Cebu and Davao also maintained resilience, benefiting from comparatively improved COVID-19 conditions during that period.

Pricing and Operator Trends

Monthly serviced office rates range from PHP 3,450 to PHP 22,500 per seat, while co-working seats range from PHP 1,700 to PHP 18,600 per month. Daily co-working rates average between PHP 150 and PHP 1,000, with Taguig City commanding the highest pricing across categories.

Operators maintained stable base rates during the pandemic but shifted toward more flexible membership models, including hourly, weekly, and hybrid work-from-home arrangements. A growing trend is the build-to-suit flexspace model, where offices are customized for enterprise tenants requiring branded and scalable environments.

Outlook: Structural Shift Toward Hybrid Work

The flexible workspace sector is positioned for long-term growth as companies adopt hybrid and decentralized workplace models.

The emerging hub-and-spoke system is reshaping demand:

  • Hubs: Makati CBD, BGC, Ortigas CBD
  • Spokes: Quezon City, Alabang, Cebu City, Davao CBD, Clark CBD

While fringe locations still face occupancy pressure, decentralization is expected to unlock new demand across residential-adjacent and secondary business districts.

Operators are also upgrading facilities with health-focused features such as touchless systems, occupancy sensors, autonomous cleaning technology, and advanced digital collaboration tools.

Overall, the flexspace sector is expected to remain a key beneficiary of workplace transformation, with adaptability and experience-led design determining long-term market leadership into 2021 and beyond.
