With three provincial sites on the table and finite capital to deploy, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) needed an objective answer to a deceptively simple question: which one first?
PRIME Philippines conducted technical due diligence, property valuation, and highest-and-best-use analysis for each site, evaluating physical attributes, legal and regulatory considerations, and market competitiveness against comparable regional developments. The findings were synthesized into a development index that ranked the sites by readiness, pointing TIEZA to the property best positioned for immediate development.
Highest-and-best-use, due diligence, and appraisal work is the difference between investing on instinct and investing on evidence. For government agencies, developers, and landowners, it converts a portfolio of options into a prioritized roadmap that protects capital and accelerates the projects most likely to succeed.
